49er management is part of conservation. You cannot conserve unless you have the ability to manage. That's like telling someone they can drive then saying that it's against the law to touch the steering wheel.

Here is a definition that is used for conservation.


official supervision of rivers, forests, and other natural resources in order to preserve and protect them through prudent management.

You can't conserve without manageing. How can you conserve water if you don't manage it.

It is perfectly legal to set up seasons. That is preserving and protecting.

The definition I heard in college was "Conservation is wise use without abuse". The buck managemnt program is getting very close to crossing the line imo.
