He harrassed her. No doubt he is guilty of that and should be fined and pay the price. With this charge though he will likely be required to register as a Sex Offender which is a little over the top IMO. That will have very serious consequences for the rest of his life. Somewhere between this and laughing it off is a middle ground. That is where this should end up.
