I just print extra licenses once i fill out HIP info on one and the deer is at processor I just throw it out and start with a fresh one Im not jumping thru hoops to hunt. like ive said before if it wasnt about money theyd just ask the processors in each county for a report. what they want is to catch you with a filled out HIP that hasnt been called in yet to write a ticket. they would get a much more accurate count from a processor and figure in whatever % process at home and be done with it.
I've said this from the start. All it takes is obtaining, printing or copying the "harvest" record, filling it out before you move your deer and getting another clean one when you get home. The way to avoid this is with a physical tag required on the buck or doe, and those tags could be made by the hunter (like is required in Ohio) to avoid the "we don't have money for tags!" arguments.
as an aside............what percentage of folks that hunt on their own, privately-owned land do you think even game-check one to begin with? I gotta think it's pretty low.
I'd bet more follow through with GC than don't, even on their own land, because IMO most hunters believe in data, management and following the rules (even if they don't like it).
Of the latter group, most probably are concerned about getting caught than anything. They may not like it but they're going to do it because ever since kindegarten we've been brainwashed into getting in line, following the rules, doing the right thing, and doing what's good for the overall instead of an individual.
