Yes, Ballard is primarily a waterfowl refuge and is only open to bowhunting until October 14. I usually scout and hunt on the same trip but I did go in February and also during turkey season. If you want to hunt the rut, go in November, 1st couple weeks. If you go then, you will still think you are in Alabama because we will all be up there with you. The public areas are EXTREMELY crowded at this time.
