But that wasn’t the deal, when I bought my lifetime license. It entitled me to a lifetime of hunting privileges and didn’t exclude anything.


You still have the privilege of hunting, that hasn't changed. You can still hunt all the same animals in all the same ways as when you purchased your lifetime license. A baiting privilege license is not mandatory.
