if Chuckie has anything to do with it then under 16 and over 65's, and landowners too, will have to get the permit to hunt over bait. Can't let those leaches get away without paying. Have you read the law??? It specifically states "A person exempt from purchasing a hunting license shall not be exempt from the requirement to purchase a bait privilege license" Pretty straight forward. Like it or not its plain as day as compared to some of our other game laws. What about all of us that have that pesky little thing called a Lifetime License that we bought 20-30 years ago that said it was good for all hunting privileges in the state of Alabama. That will be an interesting one for the state to deal with. Like someone said above, that license, at the time purchased, covers all hunting and fees imposed by the state of Alabama related to the taking of wild game, "for the lifetime of the license holder". Duck stamps and federal stuff are a separate issue but this new baiting law is a new state imposed law and I along with a bunch of others don't feel like giving the state any more of my money since I already paid for that privilege "lump sum" a long time ago. If the state doesnt like it, then they should have never started selling lifetime licenses but they did because it was a way to get more $$, lump sum, into the coffers. I am almost 100% certain that on a legal basis, the state cannot require a lifetime license holder to have to buy a "bait permit". Remember that the State intentionally structured the bait privilege bill to be a "license" so that they could get matching federal funds on it. Well guess what, I and a several thousand others already have a lifetime license that says we can hunt anytime and anyway that we want on all lands in Alabama that we legally have access to, as long as it is within seasons and general hunting regulations as set forth by the DCNR. I'm not going to hunt over bait because I never have in the past but I do think the state is probably in somewhat of a legal pickle over this lifetime license thing.

If I am not mistaken, the lifetime license only covered "resident game animals" of the state of Alabama and all migratory bird related requirements were treated separately and the stamps still had to be purchased on an annual basis. Even with the new baiting law, you still cant bait doves, ducks or geese or other federally regulated migratory birds. This new license relates to hunting deer and hogs only over bait. RESIDENT GAME ANIMALS. Federally regulated stuff has always been excluded.

Whoring out our natural resources for a dollar. Clever. Nothing but a tax that will increase I agree with both of these statements but what bothers me the most are all the people that are cheering this and all excited about it, in many cases, are the same ones crying that we've killed too many deer, especially does, so what do they cheer about? Making it easier to kill deer,especially does and young bucks.  Now hold on there Jawbone! What does rational thought and common sense have to do with it??? The goal is to make killing deer the easiest possible way, it's for the children you know! Oh and they have to run back to the camp to watch the next football game, then on to the next no effort participation trophy, then to the next participation trophy, then the next participation trophy, then to the watercooler Monday morning to talk about all of the no exertion participation trophies they got!! Yea, go team!!

LIFETIME Resident Alabama Game, Fish and Wildlife Law; Article 2; beginning with 9-11-65 PRIVILEGE: • Allows residents to make a one-time purchase of hunting and/or fishing license privileges that are valid for the lifetime of the license holder (valid if moves out-of-state). RESTRICTIONS: • Must be bona fide Alabama residents at time of purchase. • See Hunter Education for requirements. NOTE: • Valid for lifetime, even if license holder moves out-of-state. • Hunting privileges does not include WMA, Duck Stamps, etc. • Lifetime fishing licenses issued prior to April 1, 1992 (authority 9-11-53.1) include both freshwater and saltwater privileges. • Replacements available at any license agent.
This new law excludes baiting on WMA's and is only applicable to privately owned and leased land. It is a new "license" required to hunt/harvest deer or hogs in the presence of bait which by the way, I'd like to explicitly point out, used to be illegal. It'll be challenged in court and unless there is some really explicit language or a legal loophole has be found somewhere in it, the State will Lose on this one, The new law is specifically written to be a license, not a permit or stamp. Like someone said above. it's all about the almighty $$$ and not about the game animals.
Also, notice that prior to 1992, Alabama did not require saltwater fishing license. They changed the law to require a Saltwater fishing license and they were challenged legally. The state had to grandfather in all lifetime license holders that had purchased a lifetime fishing license prior to the new saltwater license being required. Same deal here only with deer and hogs.

Before one gets all concerned about the Lifetime License, I have one too, this is the exact same State that said give us money and we will guarantee that your children's college education would be covered. Until then dishonorable KAY IVEY said "SCREW YOU THE STATE WILL DO WHAT THE HELL WE WANT TO DO AND YOU WILL STILL HAVE TO PAY FOR COLLEGE! The very same KAY IVEY that decided the State wasn't screwing the residents out of enough gas tax money and waited until after the election and all of the scumbag (R) POS decided yay more free money to get rich on!! So, what do you think is going to happen?????????

Don't leave out those sorry a$$ handicapped people and active duty military home on leave. They are all no different than welfare recipients...or that was the message Chuckle wrote about. If I wasnt handicapped I'd slap myself. I use to always donate a portion of my tax returns to conservation dept. I dont mind the $15 baiting bucks but it is 5X the cost of a handi license which seems out of line. I really really hope they utilize these additional funds well.

Don't fall for the notion that you have to out-feed your neighbors. You want to have land that is a deer magnet? Improve habitat. Reduce hunting pressure. Hunt smarter. I agree and concur. I'll add have the bedding cover and you'll have the big uns. You'll just have to figure out how to kill em while they're laid up full on corn.

Perhaps they need to rethink the printing of license as on website (or maybe its me). I had to take a second look to realize WT is whitetail and not Wild Turkey. The WT is on line above so it seems seperate from deer. Then I noticed there wasnt a comma. Having a Lifetime License should have one Grandfathered in I agree with that. I actually looked recently, and a lifetime license grants you lifetime "privileges". How does that work out for you when you want to duck hunt? I don't buy the state duck stamp.....only Federal.

You still have the privilege of hunting, that hasn't changed. You can still hunt all the same animals in all the same ways as when you purchased your lifetime license. A baiting privilege license is not mandatory.

Am I the only one that finds it completely ridiculous that the AON article pointed out that this was strictly a deer and hog baiting bill, that you couldn't bait coyote's. Huh? When did coyote's become a non baited critter? I thought you could dump a carcass and shoot the hell out of them.
