Lyndon Johnson and "The Great Society" started it. It was a noble endeavor, "Setting out to 'end' poverty" but you can't really end poverty. People have to pick themselves up by their own boot straps. If you give poor people who don't want to try and succeed money all you are doing is creating dependence. Once you create a welfare State you rob people of their own sense of accomplishment and create a generational devolution into entitlement and a destruction of the family unit. We are living in the times that are the spawn of those decisions to give folks something that they did not earn. All we have done is rob them of their self respect and dignity.
