Finally enforce all of the above with no exceptions
I'm not sure this is even humanly possible. I've never been apart of an organization that has done this. If you have that mentality from a position of leadership going into a situation like this then you’v already failed. We all know certain special situations will arise but those are one-offs. You don’t structure your organization based on anomalies. Everyone has friends. Leaders won’t be as hard on them as others. That’s been my experience. I wouldn’t sign up to be the rule-enforcer. That was the OP’s initial question. It’s a thankless job.
