I think Trump is right on time with this, I am also pretty sure that he can not make a Presidential order on this stick, he knows that some libtard judge is going to shut it down and while it might make it to the supreme court his main goal is to make congress get off their asses and fix it like they should have done years ago, Lindsay Graham is supposedly introducing a bill this week to that affect.
You are correct and it will get fast tracked just like the earlier immigration policies were. He will win in the end. Justifiably so.
