He is not changing the 14th Amendment.
He is changing the POLICY of the federal government that began with the liberal takeover in the 1960s as to how the 14th is *construed*.
He is doing it that way in order to EXPEDITE a ruling on the matter.
Of course the SCOTUS could side step the issue for that very reason also.
We shall see in the next couple of years what happens.
