I've always started at the bottom.
But seriously, post a picture of the two pieces.
Maybe somebody will have a solution.

Are you sure the pins are in spec? Got any other pins laying around from another AR?

I have bought tons of PSA uppers and lowers and never had a problem. I'd personally just beat it into submission.

Put the front pin in and look thru the hole where the back pin goes after you close the upper and lower. See if the holes line up close you should be able to see the crescent shape of the hole in the upper. this will tell you how bad they are off. I had a set that was off you could see the holes not lining up perfectly, you could see about a 1/32 of the upper hole from the lower. I but a small screw driver in the back pin hole that would pass thru both the upper and lower and worked it around a little. I did not but much pressure on the screwdriver. Then tried the rear pin again and with a little extra push the pin went in all good. Then run the gun some and you should be good to go. Made it fit good and tight.

What puzzles me is " We couldn’t get my upper or lower to match up with the known AR". And you say that you can get the front pin or back pin in but not at the same time. If you have one pin in and look in the hole for the other pin, how bad is it mismatched? Seems like I might have had that happen once and I just ran a rat tail file in the hole maybe four times and it was good. It was like the ceracoat was just a fuzz to thick. Is it obviously misaligned/misdrilled or would taking .001 of the lower hole let it the pin go in?

Dang beat like a borrowed mule..by 6 minutes. well my phone was ringing. Somebody wanted to give me a security system again today.

Sometimes with a new lower things are tight. Be sure to bang them together with a rubber mallet until they are flush. If hole is not aligned at that point you have a problem.

Front pin in first.

Will the upper and lower go together and you just can't the rear pin in or will the upper not close down fully on the lower?

I've had to file the corners of the rear tang on the upper (the part the pin goes through) for it to fit down into the lower

I didn't wanna tell him to use the file, until he gave us a picture, but that's exactly what I was thinking.

I think it may need some judicious file work.

I've had 1 that had to have a little filing on the rear tang. Even before that though the 2 pieces could be put together if I just put them horizontal and didn't hinge them. Hinging couldn't be done until a tiny amount of metal was removed from the rear tang.
