That rule is the prevailing authority across the country.
You go to any other state and you'll find the same requirements.
I like it.


What other States do is irrelevant.

It is a dumb rule and negatively impacts the quality and enjoyment of deer hunting.
People should not have to be paranoid about touching the deer, moving the deer, dragging the deer, etc.
