Why not let money trigger enforcement? I mean what about speeding fines double in work zone. Makes you slow down doesn't it??? Yes, it does. Honestly, not because I want to pay double but I have finally realized with age-wisdom that killing a worker doing his job or phucking up and wrecking - thus possibly killing or injuring me or someone else - is stupid. Just slow down. As for wildlife violation penalties here, they've never put any ripple of fear in me. Ever.
