just like the Feds do on migratory birds. Fill out a quick survey when you get a new HIP sticker. I wouldn't worry about lifetime license holders, youts , and landowners as they ought to be able to figure that out. We, the GWs, offered this plan many years ago and it went in the circular file as too expensive. WTF????? This is a good plan. But I only see it it working if we drastically increase the fine for hunting without a license.
I hate making a good first impression. There’s no way I can keep that shit up.
