My old man said you can't give everyone a gun and a badge. What Troy did was use common sense. Not sure where he finished his career in law enforcement, but I am sure with decisions like that he was some type of supervisor(or should have been).
Doing what is right in a situation is not always what is popular. That's why he was given a gun and badge to make decisions to the best of his ability and not be an idiot Robocop.
