An officer can never know the entire story of a situation like some of these. Maybe the old man was poor and refused to take government assistance and decided to take what he believed was an animal that God provided at the time to fill his family needs.
Maybe he was a welfare sucking,dope head who had nothing because he smoked it all up and decided since the last 10 times he was arrested he got off easy so why not?
What about an individual who loses his license due to paperwork mix up. He loses his license but cannot drive to work or the DMV to sort out the problem.
What about a man who claims it was a mixup so he can get out of a ticket but it really wasn't. He was headed to the store to get more beer.
