Buddy of mines friend is in the know and he says this thing is gonna pass this time around. Your going to see a lot of farmers palnting corn again.

I know it is part of the proceedings, but why read the bill 3 times? Is that to update info if there are amendments to the bill like the $16 charge per license to $50? How soon after the 3rd reading do they vote?

Reading it 3 times is procedure. Allows for the public to have time for input, legislators who might have missed a meeting a chance to hear it, legislators the time to hear from the public or agences or other.

If they read it once or just threw it on the House or Senate floor to read and vote, the citizens would crap their drawers.

If I remember my procedures correctly, after the third reading it can be sent to the respective chamber to be added to the calendar for a vote. I don't believe there is any minimum or maximum timeframe on that. It could be put up for a Senate vote and then never voted on before the Session ends, thus dying on the floor. Or it might be called for a vote as soon as it's put up, or it may be a few days so Senator Leghorn can make sure he has enough folks there to vote his/her way on it.
