I don't think a non-resident should pay any more than a resident. For anything, including a hunting license. For example, a man who grew up in Alabama, still owns property in Alabama, but moved to another state because of his work. Why should he be required to pay 10 times more for a hunting license than me?
Should he still get to vote in Alabama, too?
Actually yes! I believe voting should be limited to white male property owners.
