I’m by no means a pro when it comes to running a mouth call, but a friend of mine makes custom mouth calls. I’ve found the cut I run best and it purrs the best, but I can not seem to get the whin as far as the pitch is to high. My question is by taking the tension down and going from 3 to 2 reeds will that help get the pitch down?

Going down to 2 reeds would require less air to achieve it, yes. But you’re backwards on the tension. The tighter the tension the easier to get whines and Kees. Hope this helps
