You can't tax or get taxes from one thing just because you don't like the way it's funded -- i.e. Forever Wild's legal, voter-approved (twice) mechanism -- and ignore others. But the Legislature is trying to do that.
It can be done by constitutional amendment. That's what the bills propose.
