I would not show a hunting license/Harvest Record in a G&F roadblock on a public road. I would show DL and insurance card.

Seriously, if I'm required to have my harvest record (and say I don't have a smart phone) then shouldn't I also have a pen to write with?
I mean if it's okay to leave the deer or turkey laying, while I go back to retrieve a pen, then it should be legal to leave it laying while I go back to retrieve my harvest record. As long as I don't move the animal, why should I have either one (pen or harvest record) on me?
