My guess on what he means is, public school is free, what do they have to offer a kid to recruit him? Or a private school offers him a free ride to one of the best academic schools in the area, which is the better deal for a kid and his parents? Do you think it's just coaching that has 3 or 4 kids from St. Paul's going to Alabama and then being drafted? Or all of the sudden catholics became better athletes and sent McGill to the state championship game 3 years in a row? Scholarships can turn a program around if you have something to offer the kids. It's not the same in all areas but if you have a good private school surrounded by sub par public schools then you have a leg up in recruiting talent.
