It would be a smart thing for the guy to inform the new lesser that he has permission to do so rather than cut the lock
If I'm the guy and I have permission from landowner to utilize a road, I pull up to go hunting and the gate is locked guess what, I'm still going hunting. Now maybe I would have left a note or a number or called the landowner. But I'm still going hunting.
Edit: and if I'm the guy leasing the land im probably asking the landowner why he didn't inform me of this prior to leasing.
