We actually don't have a problem with our members doing their time. Most go far beyond the minimum amount of time required. That is what makes our place so nice, we have 12 guys that don't mind putting in the time to make the place a better club. I think it helps a lot by only taking members by referral from existing members too. You normally aren't going to refer a slacker because it is a reflection on you. I think we have only added three members in the past 5 years and those were due to guys moving out of town or starting up their own club.
