Keep in mind, the way they have backdoored this and made it civil means that the owner of the vehicle, not the driver is responsible. They don't have to ID the driver, just the owner.
A criminal citation can not be written to a car, it has to be written to a person, namely the driver. The car can be held, through the owner, responsible civilly though. But how was the city damaged? Isn't civil court about damages? I'll have to let Doekiller answer that one. He knows more about civil torts than I.
Lord, please help us get our nation straightened out.
