Have you tried a different key for it. I had one just like that and a sub of mine said any key that will fit will unlock it, and sure enough he stuck a random master lock key in there and I poped right off. Maybe I was super lucky but I'd atleast try it.
You were right...broke the lock off and it's some super soft metal with a chrome "shell" over it. it was laughably easy to do. So much so that I'm not sure what good they are, other than to keep an honest man honest. Do they make any that are solid stainless?
Here's a couple of pics if that helps. I don't have a grinder/cutting wheel, but know a couple folks that do. but if y'all think a couple good whacks with a hammer might do it, I may give that a try first.
I took one off the other day just like it in 5 minutes. Cut the small part right behind the locking mechanism about halfway with a hack saw and then bend it with a bar and break it or use a hammer to do the same. They aint tough at all.

No they're not. and cutting it was probably a waste of time....you can break one that hasn't even been cut in about 5 seconds. literally will just snap off right above the lock.
