I had one refuse to unlock for me when I gave my truck to my son. I used an air grinder with a cut off wheel. Took less than two minutes. One thing I have found out the had way. Buy a lockable one that has the "coke machine" round key to unlock. I have had one of these for over 20 years and it never failed to unlock. Yep, the one I have on my other hitch is pretty hard to unlock, even with the key. like it's rusted up inside. Need to spray some WD40 or graphite or something up in it to see if it loosens up a bit. Go to the local John Deere or other tractor dealer and see if they have a can of Fluid Film. Spray so it seeps into every crevice on the lock. Wait an hour and unlock it.
"Cull" is just another four letter word...

Either a torch or a side grinder with a Metabo blade. Just make sure you aim it so the sparks don't eat up your paint

Seen dealerships get trade-ins with the locks in the receiver like that. They used a big crow bar and hooked the fork behind the lock end and popped it off.

I'd hit that thing right on the key hole about 3-10 times with a hammer before trying anything else. I had one like that and just hit it a few times with a hammer on the end and it dropped right off. You can also use a piece of pipe to work it back and forth to break it off as well.
