If you don't have $15, you should probably be working instead of hunting
Just because someone doesn't have $15 extra to spend doesn't mean they don't work. For a lot of people thats an hour or more of work. people are already paying $25 for a license and now you want them to pay an extra $15 for a "privilege" to hunt over corn thats not right
