So what's the difference? Both are against the law.
Would you rather have a guy shooting spikes over corn on his own property or shooting trophy class deer at night from the road on your property? Both are illegal.

At least there are trophy deer around and I don't have to worry about my neighbor shooting them as spikes.
In all seriousness, both are bad deals that will hinder heard growth and overall enjoyment of our resources. To the individual that said they do bait, I applaud you. Seriously, I do. At least you have the stones to stand up and say you do it as opposed to the other people that do it and deny it. I actually bet your herd concious too...correct me if I'm wrong.
