A couple of things:
1. Baiting is still illegal, supplemental feeding isn't. If you can't figure out the difference, then I suggest you don't try either.
2. Corn may not be easy to spot from the air, but concentrations of crows and turkeys aren't.
3. While the state may have limited airpower resources, the National Guard has much more. Furthermore, their pilots are required to put in so many hours of flight time. All it takes is for an LEO to ask and they will happily accommodate them on a flight. I've done it. Also had a private pilot fly myself and another detective over a scene where a dead body was found and film the scene from the air. For the record if you are prone to motion sickness, about an hour in a helicopter is enough and running a video camera from a plane window is not good.
I have flown small and big planes all my life without motion sickness problems, I flew with the state pilot one day and after ten wing down turns around one field I made em put me on the ground. Damn, I was sick.
