Did he have a license at all? The harvest record is on your paper license so unless he had a lifetime license or was over 64 he needed a license to hunt public land right?
The law says nothing about a pen but the booklet says you need to carry one. The law is the one that counts.

Remember that old feller up in Jackson County that was walking with some kid and had a 30-30? The guy that the GW was gonna ticket for hunting out of season or whatever just because he was walking with a 30-30? And he disarmed the GW and handcuffed him to his truck.....remember this? And yes, I know the guy turned out to be a killer and I believe a body was found on his land, BUT, he was gonna be charged with a game violation just because he was walking with a centerfire rifle if I remember correctly. And if that's accurate I might have done what he did with that GW.

Just take 15 min to look up what peice of paper you need, get some printer paper, make sure the printer has ink, and print it out!

All you gotta do is slip an 8x10" piece o paper into your wallet, keep a pen on you, and make sure it doesnt get wet or anything. And if you dont, somebody's gettin paid.

Strutter, you only have to have the app. The app works rather it's on or offline. It clearly states that having the app works in place of the paper harvest record. It's not even open for interpretation, it's plastered all over the DCNR website. It also states that the app is acceptable to show proof of hunting and fishing license.

Whack, I'm not sure that the app works with all phones so some will have to keep a paper harvest record on them.

If you have an app store on your phone, simply look up Pocket Ranger or Outdoor Alabama and go from there.
