If, as you purport, ja was planning to ask the guy to let him do it, why would he (a) want to know if it was legal to bring in people from out of state since ja has a lease across the road, and (b) he said it made him a sick to hear about it.

If he was planning to ask, he wouldn't have gotten on here to get anyone's opinion and he wouldn't be sick about it.
