This is called a greedy trashbag taking advantage of a system put in place to assist with losses to his income. Sounds like he's using it to his advantage against the purpose of the permit.
WTF, I don't see anyplace where jacannon said the man was letting people kill bucks and have them mounted. He simply asked if it were legal for him to do that and I am pretty dam sure it is not.
