Personal preference. Tumbling deprimed brass isn't going to clean the primer pockets(may with SS pins, I don't know, never used them). I used to tumble, then size/deprime and load. Now I use my 45-70 die as a universal decapper as I usually am depriming a bunch of mixed caliber from the range, and just swap shell holders as I go. For rifles, I tend to tumble, then lube/size/deprime, and then throw them back in the tumbler to remove the lube.
