Illegal to possess any state traffic signs, barrels, cones or whatnot. I don't know about WMA signs specifically but it's hard to imagine there's a "it was on the ground" loophole.
Its hard to picture anyone investing a lot of trouble into prosecution but the odds it is legal would be close to 0%.
