Except this will not work on a decent portion of the population who own pit bulls.

You know... the didndonuffins. They dont have anything except what the government gives them. And you cant take that.

Its kinda like car insurance, alot of the same people dont have it but it sure doesnt stop them from driving and having accidents. Not a lot of recourse against some craphead who has nothing and will never have anything.
