On a drop third strike if the players makes a move to the dugout and does not attempt to advance to first base then they are considered out.

If there are 2 outs, it doesn't matter if first base is occupied or not on a dropped 3rd strike. He can run... And this too

Anybody know of a website where we can go and see all the rules? My daughter is playing softball for the first time this year and I'd love to be able to read up on the rules.

Usssa plays by high school rules starting at 9u unless its specifically outlined in usssa rule book. Each league and recreation program plays by different rules. For instance limestone county plays dizzy Dean baseball and the city plays cal Ripken rules. I try to read over the rule book each year at least any changes and like someone said that's the best thing to do. Most parents are clueless to the actual rules and just get caught up in the emtions of the game. Or even worse then that is when a 20 year old kid is umpiring and can't count to three much less read a rule book!
The secret to a long marriage is to keep on dating, just as you did before marriage. We have "date night" once a week. Hers is Saturday, mine is Thursday.
The only time a married woman gives those is if your not married to them!

Dropped third strike has always been a rule once you get up to 10's and up through the highest levels. As far as baseline,,, the base runner determines base path. Players can walk to dug out not step a foot in, and sprint to 1st base across infield it is perfectly legal. There is no baseline until runner creates it. I have had younger girls 4-5 years old run to pitchers circle and then to first base beat the ball there, runner is safe.

On a drop third strike if the players makes a move to the dugout and does not attempt to advance to first base then they are considered out. Actually they can move towards the dugout but "when they concede the out" they are to be called out. It all depends at what point the umpire judges them to have conceded the out.
Lord, please help us get our nation straightened out.

It's a dead ball strike. Y'all see why little league parents act like idiots at games? No one knows the damn rules. Brent is right. If strike 3 batter is out.
