My friend I hunt with called and talked to the ranger a couple of days ago. According to him, with bob cats there has never been "official proof" of them being on the land, so they don't have a permit for them.
For coyotes, there is no permit so it isn't *technically* allowed, but the ranger also said that no one is going to say anything if you shoot one, its a kind of turn the other way kinda thing.
Again, this is just what I heard second *or third I guess* hand, so take it with a grain of salt. I wouldn't go off this information, talk to them yourself.
