Read the regs for the wma's. If I have read them right in the past, all listed in the fall counties only allow bow hunting them. Damn. This sounds like trying to get a gun permit in NYC or DC. Make it just about as difficult as possible to achieve, say "if you want it, there's your way" and then have just about everyone say to hell with it.
