My 1 year old Toro Personal Pace push mower decided not to crank. I've tried all I know.

Drained out old gas
Tank looks clean as can be.
Pulled fuel lines and all was clear
Drained gas and put in fresh gas.
Added a few ounces of stuff (forgot name) to clean any water out of system...let sit per directions.
Pulled starter rope 10 sets of 10 times over a week or so.
I'm getting spark at wire and at spark plug.
Changed out spark plug anyway and getting spark there too.
Put in new air filter.

It will crank easily on first pull like a champ..if and only if I spray some HEAT starter fluid and will run for about 2 seconds.

Sounds like it isn't getting any fuel at all. Maybe I missed it, but I did not see any kind of fuel filter at all.

Suggestions or ideas?
