I've seen stuff like that, its just a storage tote. I saw a couple the other day had one in the shape of a 68 corvette, the other was in the shape of a beer keg.

This was in Florida, so no, no helmet needed as far as the law. And yes, I agree, that thing he's riding on will put him in the thing he's pulling, especially without a helmet..

Nobody wears helmets in fl. I assume that's the law, or lack thereof.
