Shock, dropout, vacuum. Same process as my pool. Keep the salt or chlorine and ph in check and roll on. The sealant and filter contractor owe a refund or free service and materials.

For nearly all coating systems, the single most important step is the prep. Cleaning and properly preparing the surface prior to install of the coating system will be key. I'm sure that was what was skipped.

I did see video of "supposedly" hydrogen peroxide being dumped into the pool to kill algae.
I'm pretty sure that hydrogen peroxide will also act as a paint stripper when combined with alcohol.
I'd say it's entirely possible that there *could* have been some nefarious activity which caused the paint to fail, simply because people hate Trump THAT much.
I'd also say that it's entirely possible that the effort to fix the issue was a half-assed attempt.
I could recommend a handful of contractors who've coated the inside of petroleum tanks in my past career who would've done the job right the first time, and nothing short of a sandblaster would have removed the coating.
