Why would someone named Annalise Ramsey in England send me a Chinese made ruler as gift?

I want to say there was some sort of scam going on a while back where people would send you an item of minimal cost/value through the mail. Maybe it was an Amazon thing where if it was a verified purchase and shipment they could leave reviews marked as verified? I have a poor memory of this, but I think it was being done almost as an upfront product investment in order to develop a "legitimized" online review track record. I have no idea how they got people's names and addresses.

Maybe someone with a better memory than me can fill in the missing pieces.

It could be a scam and probably is. But heck, one time Amazon sent me a brand new carburetor for a late 1960's vehicle. I still got it, new in the box. No idea who it was meant for and Amazon didn't want me to return it.

I got some kind of cable holder kit with an application tool. All cheap plastic. I believe the shipping would have cost more than the kit.
It was an Amazon package.
I threw it in the trash.

God Bless,
