I am going about this bass ackward but i have ordered a baofeng uv-82hp. Right now i just want to use it for monitoring purposes but need some guidance on getting it set up. I plan on educating myself and becoming licensed down the road but it will be as time allows. Thanks in advance for any help or suggestions.

Dempsey, What are you hoping to monitor? I can send you a link to a document that would be beneficial in identifying some key frequencies from an emergency perspective. With that radio, they'd be pretty dadgum local. If you are interested I'll PM you. My buddy told me that radio is a bit slow for scanning. If you can load some channels that you want to check, you may have a better experience. It's really not meant to be a scanner, but it can do it. There's some software out there to assist you with programming as well. I've never used it but perhaps you could build a code-plug on your PC or laptop and then load it into the radio to prevent you from spending a ton of time using the radios GUI.

You can search for the different repeaters around the area. You can use this site to find some of the repeaters available in AL. I know this is not all, as the Bibb County repeater is not on there. Make sure that you only check the 2m and 70cm bands at the top before submitting, as these are the only 2 bands supported on the uv-82hp. You can also search for some of the rural LEO/First Responder repeaters as well, but they are slowly moving to digital and you will lose that ability on the uv-82hp. QRZ.com has a ton of information but get ready to go geek. When you get ready to start studying, you can use this link for exam review - http://arrlexamreview.appspot.com/ETA - go ahead and get the adapter and an external antenna to use on that radio for scanning. My son used a mag-mount car antenna stuck to a metal cookie sheet to improve reception in his bedroom. It did. My oldest son has had his Extra License for a while now, and he has come up with all types of inexpensive hacks. He had all types of wires strung up in the trees as full wave length antennas and has talked all over the world.

You can listen to some of the different repeaters on the map that I posted above. There are times where the traffic is busier than others. Most groups have a weekly "net" where they will check in and update on any news for the group. There are "nets" going on all of the time on different repeaters.
Active clubs will participate in a SET "Simulated Emergency Test" where they are given a scenario of some type of emergency (tornado, flooding, train derailment) and the group tries to reach the different areas in their community to test communication. This helps to realize any dead spots in communication, and it also helps you to familiarize yourself with different areas in the community. Most will also participate in field day each year, where you want to test setting up and antenna and relying on something other than shore power to communicate. Both of these can be a lot of fun with the right groups.

The best thing to do is get your technician license. It is not hard and that way you can transmit as well as listen. If you are wanting to scan the Baofeng can do it but it is not the best.

To get started, Baofeng uv5r and follow this link to build a ground plane antenna. Should be less than $50 for radio, connectors, and materials for antenna.
