It is my understanding that the pocket ranger app has the ability to connect to the GPS in your phone and transmit your location. Is this correct or did I read that wrong on the website?

Yes it can. You can set it up where you can see where you and your buddy are for 24 hours. If you are alone and need help you can hit alert and call for help to your location.

So, who else is able to see this location? Edward Snowden

Not sure who else is able to see it but if you read the apps privacy policy it mentions that they do not have access to or control certain communications, etc. but does not mention location or GPS coordinates specifically.
They do however give this disclaimer:
13. We cannot ensure that all of your private communications and other personally identifiable information will never be disclosed or altered in ways not otherwise described in this Privacy Policy. For example, we may be forced to disclose information to the government or third parties under certain circumstances, or third parties may unlawfully intercept or access transmissions or private communications. We can (and you authorize us to) disclose any information about you to law enforcement or other government officials as we, in our sole discretion, believe necessary or appropriate in connection with an investigation of fraud, intellectual property infringements, potential harm to persons or property, or other activity that is illegal or may expose us to legal or financial liability.

This was discussed in a hunter safety class that I attended. From what I heard the location data can be accessed by the DCNR.

Guess you'd better turn your phone off if you are poaching on your neighbor or at least wait till you drag the deer back across the property line before you report it?
No government employees were harmed in the making of this mess.

Device>Applications>Application Manager>Pocket Ranger>Permissions >Location to OFF I tried this on my Galaxy S6 Active (setting should be in a similar location on other Galaxy/Android phones, so long as you are on Android 6.0 Marshmellow) when this issue was brought up during the whole Game Check brew haha several months back. The app would crash with location disabled. It worked fine if you only disabled Contacts. You will have to test the individual permissions to see if the app will work with them disabled.

I use Hunt Stand. Similar concept but with many more features and the wind direction and range tool are pretty awesome especially if you are hunting long distances and being able to judge with landmarks with satellite imaging
