Plenty of options to be honest.

I would probably get a ruger American and spend the rest on optics.

Thanks alot. Was definitely looking at the Ruger. Will not be the nef single shot. That's why we need another rifle. The nef we have won't group and I have tried everything. Will look at the folks.

Right at your budgets limit but Id take it all day over a RAR and will last him a lifetime. 7mm-08 stainless Hawkeye.

Ding, ding, ding!!!! We got a winner. No way would I even consider an American if a 77 is in the discussion.

7MM-08 recoils very pleasantly and hits hard.
It's a bit flatter shooting than most 308 loads.

Don't denote 7MM08 to being a "kids caliber".

To sum it up in one sentence.
I like the 7mm-08 for its mild recoil, good ballistics/energy and it being used in short actions.
____________________________________________________________________

They offer 120gr reduced recoil loads that bring it down to a 243 level and youngsters can work up to regular 7mm08 loads if needed.
I got interested in 7mm-08's when I was researching for a first gun for my GF. I wanted something mild enough on recoil, but also something big enough to help if the shot was a little off. My researching always took me back to a 7mm-08.

I found its pretty close to the 06 I was toting.
This information from the Chuck Hawks website:

30-06 ,Bullet/grains 150, FPS 2910,Muzzle Energy 2820,Energy at 200 yards 1826

7mm-08,Bullet/grain 140, FPS 2860, Muzzle energy 2542,Energy at 200 yards 1793.

Price of ammo. You will hear from a lot of people cant find 7mm-08 or its high priced which I found to be untrue.
Yes it is hard to find and higher priced if you are one of the people who only buy one box at a time and think wally world should stock every caliber.
If you watch the net and plan ahead its not a problem.
You can always find Hornady american whitetail for around $15 a box on the net ($20 locally@Academy sports), and its shot well in all the 7mm-08's Ive tried it in so far. Same for Federal Fusions @ $20 a box on net ($25 locally @Academy sports).

308 will be cheaper on ammo and easier to pick up most anywhere.Especially if you are wanting to use it for a good bit of range time.
I passed on the 308 because it didnt have the reduced recoil loads that brought it down to 243 levels like the 7mm08 did. I tried the 308 reduced loads and they seemed to me to have just as much thump as standard 7mm08 loads and I wanted to start her out light and not develop a flinch.
