Where should the line be drawn on depredation permits for coyotes and feral hogs?

The law states:

1. That it is prohibited to take coyotes and feral hogs at nignt. (9-11-235)

2. That it is illegal to take feral hogs in a trap. (9-11-245) Coyotes are designated as both game and fur-bearing, so the law allows them to be trapped for commercial purposes with the proper trapper's license (9-11-59), but not with a depredation permit.

3. That it is illegal to take protected animals including coyotes and feral hogs with the aid of bait. (9-11-244 and 9-11-245)

4. That the rules of the commissioner of the DCNR shall not conflict with applicable laws. (9-2-8 and 9-2-12)

Where do we draw the line? Do we adhere to our state constitution and the laws of our legislature, or do we allow the men of the DCNR to write their own laws?
