Done electrical work for years...
Youve lost a leg or have a loose nuetral in your box. Turn off the main, tighten all wires. If that doesnt work check with the power company and have them be sure there isnt a leg triped on the pool at the transformer.
Also, STOP running 220 stuff until you figure it out. Some items can be damaged by a dropped phase.

i don't under stand...all residential is single phase 120/240....MOST all major appliances in commercial/industrial are 3 phase 240/460...do ya'll mean he lost one leg of power? being if it were a 240 volt dryer recepticle and he lost one leg at the breaker? he would only be getting 110 to the bedroom? i'm just trying to understand what ya'll mean by "lost a phase of power"?

Update : House has not burned down yet and I haave not been electrocuted yet. I do not think I have a main breaker. I have an old box outside at the meter with about 6 breakers and a new box in the laundry room with about a dozen breakers. No main at the top of either.
However, I did discover that when I flip the largest breaker (70 amp) outside off and back on again the bedroom lights will come one for a minute or two and then go off again. I think this 70guy amp nreaker outside may serve as the main for the new box inside. When i flipped it off most all the lights in the house went out. The consensus seems to be a loose neutral. Just need to make sure that 70some amp breaker in the old box is for sure cutting all the power to the new box before I start tightening wires in it. Wish me luck. Why would you risk you and your families well being? If i were you I would have called an electrician to figure out the problem last night!! just my 2 cents..or you could trust us goobers

Doesn't sound good. I'm no electrician and that's why I would call one. Dryers 220 and from what you describe aldeer might get you killed. X 2

It should be easy to fix. Might need somebody with a voltmeter to check it out. Or go buy a cheap one and learn how to use it. One lead on a black wire and one on a white wire you should see 110 volts. I'd flip the dryer breaker and find out why I don't have 110 on the breaker going to those lights. Make sure the wires are tight on that breaker. It could be the black one too. Just make sure there is no power before you tighten anything. Posting a pic might help. Might could talk you through it on the phone too.

Given that your house could burn down, it's probably best to go ahead and call an electrician. (You will still get to keep your man card on this one).
Regarding the problem, I'd say your 70 amp breaker you referenced as the possible main breaker is failing, your incoming neutral is failing, or the power company equipment that feeds your house is failing.
Honestly, everyone here has offered some fair opinions, but your problem is something that can only be solved by being at your house and working it. Hope you get it fixed ASAP.

With what youve tried call someone...seriously. It could be a loose nuetral in the meter can, which only an electrician can do because AL power will have to cut the lock and pull the meter...they will only turn power back on for a licensed electrcian.
A service call is well worth your families safety. It will be a quick fix regardless. If you were closer id come help out.

You definitely have lost 1 of your 110v feeds and it is feeding through your dryer to supply voltage to that leg when the dryer runs as stated above. If you don't know how to use a voltmeter find someone that does and they can troubleshoot it in short order.

Whether the problem is on your end or the power company...its back feeding through the dryer curcuit to the panel. Most simple 220v appliances arent running 120 TO each leg, they are feeding 120 to one and back feeding through to the other. You are missing a leg somewhere. Promise. A cheap voltometer will do the trick...check the output lugs on your main breaker...each individual to neutral. Also check the main lugs that come in and bolt to each buss. Is bad at buss=power company...good at busses, bad on your breaker, bad 70amp breaker...10$ fix.
