I have a 1986 25hp Merc doing the same exact thing. Just haven't had time to mess with it.....maybe a winter project. I'm tackling the carb first and new plugs along with new fuel tank and lines. Hopefully that'll do it. It runs great on the hose, but under load is a dog. I'm oping just clogged jets or sticking float. I got an old 7.5 hp that hadn't been run in years. Cleaned the carb replaced the fuel lines added a filter but used the old tank(Mistake). First time I took it to the river it cranked an ran like a top. I was happy as I could be. Then the water pump quit. I had figured on that so I replace that. Next time I take it it's doing what ya'll said cranking and idling fine but bogs under load. So I cleaned the carb again and it was still doing it. I was getting ready to shitcan it. Finally I took it out held the throttle wide open let it bog around and I cussed it with every thing I had. It putted a couple time and then bang it kicked it out and ran like hell. It ran great all summer after that but it started giving me problems last trip. I'm going to have to replace the old tank.
One day the right woman will come along and the next thing you know you'll be wearing her underwear!

Sounds like its not getting enough fuel to me. Check fuel filter then fuel pump. Both are easy to get to and check. The fuel pump caused the same problem on mine. Run it in your driveway and lift the gas tank (if it's not a built in) higher than the motor. If the problem gets better, fuel pump. If the carb has a mixture screw on it, it could be out of adjustment too. Like others said, I'd check everything on the fuel system before I started replacing electrical equipment.

Needle and seat in the carb is the cheapest and most likely fix to try first.
