I planted 2 weeks Ago right before big rain and had great germination . With 2 weeks of grow would this be the perfect time to apply additional nitrogen before this next rain or wait til later like November?

No need this early, if you put a reasonable amount out to start with. How many lbs per acre did you use on your fert? Roughly 150lbs

I'd wait till late November, early December and put 100-150 lbs per of 34-0-0 ahead of a slow soaker.
I plant with 200 lbs of 17x3 or 19x3 per acre then early December put the straight nitrogen to it.
